When a lightsworn is effect veilered does your opponent still mill in the end phase? Also if you mind control a lighsworn does your opponent gain control of it before you mill? Do you get to choose when in the end phase the effect of mind control/veiler wears off?

LS VS Veiler
The player who activated Veiler is the once who chooses whether or not the LS monster will mill or not. The reason why this happens is that effects in End Phase are resolved like this:
Turn player CAN finish resolving his effects. Mandatory or optional.
Non-turn player CAN finish resolving his effects. Mandatory or optional.
Turn player MUST finish resolving his effects. Only if there are any mandatory effects.
Non-turn player MUST finish resolving his effects. Only if there are any mandatory effects.
Turn player MUST finish resolving his effects. Optional effects.
Non-turn player MUST finish resolving his effects. Optional effects.
LS VS Mind Control
Here both effects are your to resolve, so you choose the order. You can either mill with the LS monster and THEN give it back, or you can give it back first, and let your opponent mill.

Thanks but do all effect that say "until the end phase" count as mandatory? Like Mind control, effect veiler and forbidden chalice.

Those are effects that you have to end at some point during the end phase. You cannot continue otherwise. You HAVE to return the monster taken by Mind, and you HAVE to stop affecting the opponent's monster by Veiler.

Apart from monsters like Zenmaines and LS monsters, which effects activate in the End Phase, the whole issue of this topic was about effects that finish resolving in the End Phase. Not that they were activated at that time.
