Medium of the Ice Barrier

The card text of Medium of the Ice Barrier goes like this:
"If your opponent controls 4 or more cards than you do, you can Special Summon this card from your hand."

I am not sure what this means. Does it mean that the opponent must control
a)exactly 4 cards
or b)more cards than you do in order to summon it?

its 4 or more, so i think if you have 2 lets say and they have anything 6 or above you can ss.

It means that your opponent must control a number of cards that is at least 4 cards more than you control.
So if you have 0 cards and your opponent has 4 or more then you can summon it.
Or if you have 1 cards and your opponent has 5 or more then you can summon it, and so on.
