It happened to me today when I was dueling my friend real-life....We decided to swap decks for a match, and, after the omg and during the duel, he activated the Flip Effect of Brain Jacker, taking control of Stardust (I still cannot believe how come Snatch Steal is forbidden and Brain Jacker is not even Limited) and then, when he tributed stardust for its effect, it was sent to my Graveyard. Who gets to summon it then, the tributer or the owner?

You get your Stardust back, not your opponent. Even if the opponent steals Stardust, if Stardust negates something and goes to the grave, it returns to its original owner's side of the field.
And Brain Jacker is not even limited because if it is attacked and destroyed by battle, it's effect is not activated.
