i read somewhere that steelswarm roach cannot negate the summon of a card that has been special summoned by a spell/trap/other monster effect do the smae rules apply to solemn warning/judgment? (assuming u want to negate the summon of the monster and not the card that is summoning it)

Same rules apply to Steelswarm Roach, Solemn Judgment, Solemn Warning (only for monsters) and Thunder King Rai-Oh.
All those cards cannot negate the summons of monsters if they are not summoning conditions. If a summon is part of an effect, either another card's effect or in-build effect, they cannot negate it.
Except of course Solemn Warning which can negate monsters effects that special summon other monsters.

let me give you an example with monster reborn both roach and rai-oh cannot negate neither the card or the special summoned monster but warning and judgment can negate only the card not the monster

Edited. Shouldn't be necessary though. Everyone should know what Warning can/cannot do. But thanks for the heads-up.
