Dark Ruler Ha Des can negate the summoning procedure for monsters that can Special Summon themselves from the graveyard, regardless if they start a Chain or not. It's sort of a gray area that's still being questioned right now. The best understanding of it right now is that it is not really an effect, but a negatable..."condition." As, it's not really a condition either.

There are certain conditions that can be negated, and others that cannot. In this case, Grapha's summoning condition functions like a continuous effect, which can be applied and it will not start a chain. All summoning conditions are like that. Note, that I am talking about summoning "conditions" and not summoning "restrictions". Summoning restrictions cannot be negated by anything, and are always applying.
