    so if i activate felgrand to target my opponents dragon can he use that dragon to special summon red eyes darknss metal dragon?

    What Felgrand does is that it makes the monster it targets unaffected by other cards' effects. Summoning Red-Eyes Darkness Metal Dragon includes no effect, it is a summoning condition. Yes that Dragon can be banished for the summon of Red-Eyes Darkness Metal Dragon.
