Skill Drain VS Effects Activations

Could somebody explain Skill Drain's effect last line?

''Activate by paying 1000 Life Points. The effects of all face-up monsters on the field are negated while those monsters are face-up on the field (but their effects can still be activated).''

So, my opponent summons Black Rose and activates her effect and I activate Skill Drain. So he can choose to activate the effect or not?..

Yes you can choose to activate the effect. Skill Drain doesn't negate effects activations, if negates only effects resolutions. So you can choose to activate every effect you might have, but it will just get negated.
