Most Fusion monsters can be Special Summoned from the Graveyard of from out of play as long as they were already Fusion Summoned correctly (via Polymerization, Fusion Gate, and other cards that Fusion Summon). However, Fusion monsters that specify that they can only be Special Summoned or Fusion Summoned in a specific way generally CANNOT be revived. Five-Headed Dragon specifies, "This monster cannot be Special Summoned except by Fusion Summon." Since cards like Monster Reborn do not Fusion Summon, they cannot target Five-Headed Dragon.

Yeah it is but some people decide not to actually read the card and just spec 5 headed dragon with reborn
