    When a mystic tomato your opponent controls attacks another mystic tomato you control their effects form a chain, turn players as chain link 1 and yours as link 2 so if you want to solemn warning their tomato would you be able to activate your tomato's effect or would it miss the timing? Also if both effects are mandatory then would you be able to activate solemn warning at all as it has to be chained to the effect it is trying to negate?

    In a SEGOC situation with 2 chain links, a card like Solemn Warning can be activated "as a response" to an effect that special summons only if that effect is chain link 2.

    Mystic Tomato's effect is an optional trigger one.

    Meaning that in your situation:

    Turn player's (opponent) Tomato: Chain Link 1
    Non-Turn player's (you) Tomato: Chain Link 2

    You cannot Solemn Warning your opponent's Mystic Tomato if you choose to activate yours. Your Tomato's effect "protects" opponent's Tomato from being negated by Warning. If you want to negate opponent's Tomato, then you would have to not activate yours, so that there is no longer a chain, and it's just opponent's Tomato activating.

    But in the resolution, if the opponent's monster was the last one to be summoned(=if it is the opponent's turn), can Solemn Warning be activated?

    Who said anything about resolution? Solemn Warning HAS to be activated in response to the effect's ACTIVATION, not resolution. Also, I suggest you look up a few things, this is pretty basic.

    Sorry I made a grammatical error, I meant to say if it is not your opponent's turn.

    As for SEGOC, I know everything about it, I just did not know its short name.
